What is the difference between "Rescan Headers" and "Get New Headers"?
rescan fully synchronizes the header list.
e.g. if server deleted headers in the middle it cannot be detected by just invoking "get new headers" which has it its disposal only the minimal and the maximal article numbers on the server.
from other side rescan means additional time and bandwidth (although it is much faster than downloading all headers again), so it is not done every time automatically.
