Resizable select folder dialog (v3.62)

I was asked to increase the dialog size which I did in v3.6, but I saw it doesn't look nice, so I made it resizable.
Also there was a request to revert xpat groups+suppress headers to the older behaviour (i.e. to treat xpat groups with suppressed get headers as conventional newsgroups), the corresponding option was added in properties->general for backward compatibility (for multiple accounts on the same server with msg-id direct on all but one account xpat on one server is enough).
This concludes all issues related to the features in the 3.6 release.
