How does the Suspend Save Queue Button work ? Does it work like a toggle switch ? How can I tell whether UE is in Suspend Save mode ?
Thank you for all the good works.

Press the save Queue Button => automatic save will be suspended
Press it again => save will continue (with all articles in the queue).
So basically it's a toggle: Its paused or not.
Difference in look is the same as with the pause button.
If pause is active the button looks pressed (as if it's a bit deeper on your screen).
Just try pressing it, nothing bad or irreversable will happen

I've noticed that if the 'suspend save' button is paused, it blocks saving anything manually too, also if it isn't in the queue. Could that be changed (if not for everything, then at least for files which are not queued)?
It would be handy in some cases (I noticed it because there was a such case the other day)

if you save something from the article view the save is not suspended, even if the save queue is suspended, just such a save goes in parallel with the save queue saving thus bypassing the save queue (so whether the save queue is paused or not doesn't matter).
