when I am downloading a series of files I see a wide fluctuation in speed from 0-30 range up to 300-400 range and the speed changes significantly on every reading.

Is this normal? I seem to recall that it used to be a lot more steady ...

Did you change - or update - your firewall?

Otherwise there should not be any fluctuations unless there's a connection problem.
