One newsgroup (folder) not doing PAR

I'm sure I'm doing something wrong, but I've stared and stared at the screens...
I have several newsgroups in a folder (and several similar folders with other newsgroups in them). In other folders, after selecting a set of articles to download, they will be PAR'd as needed and un-rar'd.
In this one folder tho, it never seems to do the PAR check/repair. If I download the par parts into their own place, then copy them over to where the rest of the rar files are, then QuickPar will fix, and WinRar will unwind.
Why not this one? Is there a setting someplace that I can't seem to find? This news folder downloads to a different drive, a USB drive, that is something different about it, but I can's see where that would matter any.

Quickpar on the usb drive doesn't work as well, why do you need to copy the files?
If you open the unpack pane in the task manager (tasks menu, task manager, unpack tab), do you see those files (par2 set, rar set), what is the status column, are there any errors or indication of incompleteness / damaged files?

QuickPar doesn't work as well on a USB drive? Now that you mention it, that could be... I have had times when running quickpar sees a problem, attempts repair, but the result is broken... but why would that be?
When find a post that hasn't un-rar'd the PAR files aren't there. If I download them to the folder with the rest of the post, then UE deletes them (I have it set to delete) - but it doesn't seem to repair first (or perhaps its attempting, failing, but then removing). So I download them to a different folder and copy them into place and run quickpar.
I will try the steps you describe - I have a post downloading now to that USB drive.

Check the status column in the unpack pane. Did you find the status column?
If you see "Verify repair error" it means there may be read/write errors to USB drive.
If it tries repair it would mean the post is ok, but there is some problem later. If it doesn't try repair it means some problem with the post, e.g. if files are misnamed and corrupted at the same time neither UE nor Quickpar2 will be able to repair them.

On the unpack tab, the status is blank for this post.
Expanding it, it does show several parts are incomplete - comparing the set that UE finds and the set that QuickPar finds is interesting - every part that UE shows as incomplete, QuickPar also shows as incomplete, but QuickPar shows many more incomplete parts.
This is a BIG post a BluRay disk. I was able to watch the last minutes of the download. I had QuickPar running with "Monitor" checked. When UE downloaded the last Rar part, QuickPar showed it needed 30 blocks to fix, as UE started downloading the PAR parts, it stopped when QuickPar still said it needed 20 more blocks. UE showed it was repairing, but when that finished QuickPar said it needed 20 blocks. It might have flashed quickly, but I did not see that UE attempted to un-rar.
I'm doing two things now - I downloaded additional PARs and seeing if QuickPar will repair the post while on the USB drive. I'm also re-downloading to a different, regular hard drive disk. This will take a while, but on the USB drive quickpar had two bad parts in the first 10... on the regular HD no bad parts in the first 10.
Update - QuickPar was also unable to fix this one. The download to the HD so far has no bad parts, where the USB download already had 4 bad parts
This puzzles me. Are USB drives not reliable? Why would this be???

Do you mean USB hard disk or USB flash drive?
I don't have USB hard disks, if there is driver check driver is up to date.
As to flash drives I don't think they are very reliable, out of 5 I had 3 suddenly stopped working, I didn't experience corrupted blocks, but I read they may corrupt files.
Did you check status column for the .rar file or for the par2 set? - for par2 sets the status column is not normally empty, it shows total amount of blocks, how many available and how many are needed.

Its a USB hard drive. This has been a nagging problem for this newsgroup/drive for a while now.
I downloaded to a regular HD, UE left the rar parts, did not uncompress - but had a message about wrong password... QuickPar saw no problems, but winrar complains about one of hte parts. So I guess this poor post has multiple problems - none of which are UEs.
I thank you for your attention, I am still shocked/disappointed that a USB drive would behave like this.

Search on the internet for similar problems, maybe it is some common issue with the USB drive.
Most likely the problem is with enclosure, also you may try another USB cable / port, reinstall/update mobo USB driver, if you can take the hard drive out and connect directly through SATA to ensure nothing is wrong with the hard drive itself.
