Free Rate/Update Rate and Limit RAM usage

Just upgraded my system from a very old 2 core cpu w/4G ram to an i7 with 16G ram - and I put UE and its database on an SSD. UE itself starts INCREDIBLY fast now!
The whole process of loading/unloading/reading/writing a news group is faster, but not by the amount I would have thought. What configuration changes can I tweak in UE to max it out? What do these "Free Rate" and "Update Rate" boxes do? They are currently set to 3 and 15 respectively (I assume they're the default values). ...and what about the Limit RAM usage? I tried to set it to 4G, but it keeps setting itself back to 300G.
