Missing Task Manager Window

I'm having a weird problem. the Task Manager and error report Window is missing. I can't bring it neither using CTRL+T or the icon button. I even tried a new installation and the same problem. Any ideas?

Invoke view menu->normalize, it should be somewhere on the edge or beyond the screen.
The task manager window should not be open (even beyond the screen), you can restart newspro to ensure that or use the sequence
view menu->normalize
tasks menu->task manager (and if it is not shown - supposedly closed now)
view menu->normalize
tasks menu->task manager
it will always work.

I'm curious....
What does the Normalize command do?
