when I launch UE I get a small prompt that v7.8.3c is available
but when I click upgrade to the new version what installs is v7.8.3b

in case no one pointed it out yet

Try to clear the browser cache, those letter updates have the same file name. Google chrome maybe works correctly, at least I didn't notice a persistent problem.
