For some reason the settings kicked in without me touching anything else, and now it's used about 8mb of fill on the last 2gb.
It happened while I was asleep(unless I sleepwalked to my pc and fixed it o_o).

Looking over the options it seems like the way to do it is Edit->Properties->Tasks Then set "total tasks" to your max connections of your primary provider. Then go to the Servers tab in Properties and select your primary server as Highest Strict. And your fill server as Normal(or lower). A...
