What web browser do you use? (if Firefox any extensions like adblock or others)
In Firefox I see a register button under the license selection box.
Maybe you have something interfering with the page (plugin, firewall or antivirus)

I tried it on IE6.0 and works fine, have you tried with Norton temporary disabled?

OK, my last idea is to test another web browser (Firefox,Opera,Chrome).
Maybe Alex can help better.

Are you using Vista or XP? If Vista, try using Programs->Accessories->System Tools->Internet Explorer (No Add-ons). You might have a BHO or some plugin which is disabling buttons.

xp-AntiSpy or XP-Antispyware? Hopefully you don't have the dangerous one.
There's no easy way in XP to do the same as in Vista other than following the steps outlined
here and
here. These are awkward and time consuming and they might not even fix or narrow down the problem.
In the end it's up to you to decide whether or not you find the lack of one button on one page to be enough of a deal-breaker to try and fix this problem. Are all other sites fine? If so - and you've already reactivated UE - then why bother...?
Additionally, why not continue to use Firefox? It's much more customisable, stable, safer and if there's a problem it's easy to disable add-ons or uninstall/reinstall it.
Also, download
CCleaner and run that, making sure Internet Explorer and Temporary Files are all selected. Making sure your cache is clear could allow the button to be generated in case your cache has corrupt files in it.
