What is the difference between "Rescan Headers" and "Get New Headers"?

I quite often get "Proxy Connect Failed" errors when downloading headers from newsfeeds.

Is there any explanation for this or might I have something configured incorrectly on my end?

Any thoughts on this matter would be great.
