Looking over the options it seems like the way to do it is
Edit->Properties->Tasks
Then set "total tasks" to your max connections of your primary provider.
Then go to the Servers tab in Properties and select your primary server as Highest Strict. And your fill server as Normal(or lower).
After doing this... my setting is ignored. UE keeps using my fill server alongside my primary all the time(at a 1/3 rate). Interestingly enough if I set my total tasks to 1, it stops using my primary account and only uses the fill o_O
What am I doing wrong?

That's the way I have my servers configured and my fill server is not used normally.

For some reason the settings kicked in without me touching anything else, and now it's used about 8mb of fill on the last 2gb.
It happened while I was asleep(unless I sleepwalked to my pc and fixed it o_o).

To avoid confusion mark all servers "strict", especially if you made use of only two server preferences.
"strict" doesn't have effect on the highest used preference, since it is used first anyway, so it only makes sense for lower preferences (in your case "normal"), only with those there is the choice to use them or not if there are available task slots.
Actually the strict flag is the default, just don't uncheck it for the new server entry settings and for the actual servers.
